Cursor-follow effect
Also called: cursor follower, mouse follow, spotlight cursor, cursor reveal.
Something on the page reacts to where your mouse is: a circle, a glow or a picture follows the pointer. On phones there is no mouse, so it follows your finger or plays by itself.
Move your mouse over the picture, or tap it. A circle follows the pointer and uncovers a hidden layer: the helmet.

Add a cursor-follow reveal on the hero photo: a 110px circle follows the pointer with a 140ms ease-out delay and shows a second, colorful version of the photo inside it. Move it only with transform, hide it when the pointer leaves, and on touch move it to where the user taps. Seen on
- Lando Norris: On the hero portrait, moving the mouse makes pieces of his racing helmet appear over his face where the cursor goes.
You might describe it as
- the helmet shows up wherever I move my mouse
- circle that chases my mouse around
- effect that follows the pointer and shows another picture
